Check for missing templates

Info from IBM via a PMR: The error 103 means missing files in the \data directory. In our case it was the templates feedcontent.ntf
and roamingdata.ntf.

In theory the client shoudl use the templates on the mail server if they are not available locally but it seems that's not the case.
